Is the bloodgrub banner currently lootable/dropping during this event?

I haven’t looted one but I’m seeing auction full of them?

It drops every year in ursoth so I think this time also it's dropping from bloodgrub

Pretty sure it drops because there was an increase of supply in auc and the price went from 4m to 1m.
