Not rare at all. It is really easy to create lvl 1 character, go to the third map of Brackenridge and buy the pack with the armor and this weapon.

Can you still buy that pack? I have tried to buy it with lvl 2/3 characters but I wasn't able.

I guess, yes. I think if you go to the map, then leave and come back, you won't be able to buy it. Not totally sure about that though.
