unfortunately for this quests yes, because its all about upgrading the armor. And u need to wear the uller set before, so u can complete the quests.

Once you've upgraded the set to lv36 set, the lower level tradable set stays in your inven so you can sell it back. It's easy 400aps [emoji846]
