Who do I talk to 2 get the 2 frozen nightmare quests?

You either finish all lost expidition quests or as you progress through the levels, you get them.

You may need to ask someone that has done them, just giving you a few pointers.

Aldo and Sela in Lost expedition town. You first need to do couple lost expedition quests and then you get snoball and belt quests. (not 100% sure were these the npc which give it but its npc in lost expedition town who gives quests.)
