Which dev take care of forum rules?

Regarding the forum rules, I recently saw many thread coming from a player, the problem being that they talk about the same thing each jours. I also contacted him so that he stops and that he simply bumps it's thread instead of creating but it ignores my messages, which dev can I contact?
Btw i already contacted futumsh but i dont if he take care of it.
