dead hc at pvp

I thought dead hardcore shouldn't be able to go ANY map. But today I've seen someone using another his account in pvp (dead hc char) as dummy. Devs, fix it pls

1) get in main menu:
207228

2) choose any event (with button "play" and press it):
207229
(it will allow char to go in towns, but if enter pve map - it's dead immideately)

3) go pvp (any type):
