My crome wont ask me if i want to store any a large data on my pc???

the hell I've been trying to fix this problem for weeks now and i cant take it any more i just got to ask some other people if they have the same issue regarding this kind of problem

and my crome's been stuck at 34% for hours i have already done the about:flags native client and over ride stuff i don't have a IDM

After enabling :Flags: and IDM...did you restart chrome?..i mean thers an option to restart chrome...u have to press that

yes i have already restart the chrome not just by closing but by clicking the restart button on the bottom >.<
