Confused on scaled drops in sewers

Ok I hosted a game in catacombs earlier, and when we got to oil slick my friend who was either 51 or 52 got a purple mastermind wand. I thought nothing of it until he said it was lvl 51, so i'm confused since our team consisted of me 57, and a few other lvl 50's all above 52 except for my friend. So my question is how did he get a 51 with so many high lvl's? If it's something where the drop has to do with the lvl of the person receiving it, does it also work with pinks? Any info helps-Thanks

Drops scale to level of the person it drops to now. Not the highest level in the room.and yes, its the same with pinks.
