interesting... max lvl of mobs in elite underhul lower than 70, but in elite cryostar they are 76 ...

This has been addressed with today's update. Mobs that never count for kills should not be triggering jewel elixirs.

Does that include mobs below 72 for endgame
Mobs at lv71 does not count as pve kill too

No, only mobs that would never count as kills no matter what level you are.

I played varden gates and I'm not getting jewels
I played maus and maps that have pve count and not getting jewels
