Add an even hierarchy of gear next expansion

There is a huge gap between players with little gold who can't afford 76 or even 71 arcs and have to use legendary gear, which makes it difficult for them to farm and clear maps. I think there should be some stuff added in between legendary and arcane next expansion, maybe a better tier of legendaries and some mythics that drop off bosses?

I used a dusk aegis back at 61 because I couldn't afford better gear. It was not great or anything, but it worked decently. Unbalanced/balanced mythics were good too, because back then there were basically 5 levels of gear - light -> dusk -> unbalanced -> balanced -> arcanes, plus end set and taint set. Now we just have legendary -> ebon -> engine, and end and taint. The gap is huge
