As the title says, icant purchase 800 plats but i can purchase 30. When i try purchasing 800 , its says purchase cancelled. What the hell is wrong with this?!?!?!

Have you contacted support? I would have all the pertinent information such as the required portion of the tracking number, date, time, etc.
Also, are you certain it isn't on your end? I only ask because at one time my Google Wallet had 5 or so cards on it (current debit, current credit, and several gift cards). Somehow the one of the old gift cards got set as default and it only had something like 2 or 3 bucks on it. Thinking my current debit card was being used, I couldn't figure out why purchases weren't going through.
Just something to think about while waiting to hear back from support.

now i have a new problem though, cuz ive always wanted to play on my laptop but when i open google chrome and go to the site it says "This application is not supported on this computer. Installation has been disabled" now what would be the most logical explanation to this????? aliens....... again? lol

I tried to purchase 800 through the game/google play, it gave me an error and did not add the platinum, but it still charged my account. Did that happen to you? Or did it not charge you after the error?
