Happened to me today-
After I came back from Honor pvp. My skills were stuck. I cant attack. Maybe it happens when you are in Honor Waiting lobby for long time. My skills didnt work at windmoore due to this. Restarted game, didnt fix. Changed map , then it got fixed.
