I think one reason why there are so few new players, is because the campaign is just too hard and a grind for new starters.
Maps are designed for 5 players, but except of endgame, you will play level 1-100 campaign basicly alone nowadays.
A big problem is that even the cheapest performance enhancing Vanity Sets or Pets costs millions, and are completely out of range for new players.
What I suggest:
-add a pet with weak stats, like +100 armor, dmg, health, 2x XP, 2× Movement Speed, that is awarded in a quest directly at start in forest heaven, that requires you to do 5k (or more?) PvE kills.
Heaving this pet as a visible goal should help new players being motivated to keep playing.
TLDR: There are only very strong lategame stat pets, that are unaffordable by new players. Add a new kind of weaker pets for beginners, to keep them motivated.
