Looting lvl 16 arcane

I am wondering where and how the lvl 16 arcane weapons like golden roger hooks or frost hammer or staff of protection are looted.

I’ve seen them in a arcane type crate before

But where do you get this crate, where does it drop?

In the dead city (normal) you may be able to loot the Arcane Weapon Chest, this chest you can unlock with 5 plat. Please keep in mind that if you open the chest at a rogue character, the weapon obtained from the chest will be for rogue.
