Someone posted this message from discord here without any context. Someone was mentioning that awake gem prices were way too high and cinco answeres with a since of irony that he will wait till they hit 100k (which is even higher than the price the person thought is already too high).
That doesnt mean that cinco will release the gems the moment they hit 100k, he was stressing that they can rise even more and they wont release the event because people think the gems are too expencive. The event is planned but I doubt that the price changes the release date. Thats just how I understood the convo when I was part of it.

The last two awakening events were in January and July, I believe. Personally, I'm not expecting to see another one until either right before or right after the winter event.
