"The Hero of Legend" title

Anyone know how can i get the title with a twink?

I need to know cause i saw a war lvl 17 with that title, i tryed go to The Hermit with Uller Mythic set but it tells me that i need lvl 36 to start the quest...

If you know, I would appreciate it if you could explain to me.

in the past, you could ask to lower your level

in past it was enough to have mythic set in inventory to get achievement (stash from main, didnt need complete quests)

There was a bug: if you unstashed both the upgraded helm and armor at the same time, with any toon, you would get the achievement for upgrading the Mythic set, including the title. It's fixed now so that's not possible anymore.
