You can still obtain these, if you can find lovecraft chests dating prior to 2018

No it's 2019 love craft chest and it's a common chest. The name is hugtulu or something like that but the wings are untradable

They are from Lovecraft chests 2018> and they were a pretty common drop so u probably will loot em by opening 10~ tho I don't remember if u get the wings for the class u open the chests on or their class is random

Popped tons of Lovecraft Crates back in Lovecraft 2018 and now loaded with them, they are indeed Hugthulu Wings, and I think the chest drops for your avatar's class, hopefully.
