I've reported these so many times but there hasnt been replies, theres pages like this where people are trading accounts and selling there accounts for PayPal

The action of selling accounts and items for real cash is not new. People has been doing this since years ago. Best thing you can do is report. In case you don't get an answer from STS, then your best choice is to ignore people who makes this kind of deals, and just warn your friends so they don't get scammed. I have made threads about this but they took them down as I listed the igns of the people who are responsable for this.

I wonder are devs going to start investigating alloff game forums like this one? like they don't have other things to do, I don't think they have an obligation to do so, only if it's carried inside the game.
And cases like this are very hard to prove without proper Intel, someone can just say he is selling someone's IGN and go to the devs and report the sale, which can lead to banning the wrong person.
It's better to avoid such threads, Devs made a thread about avoiding getting scammed for real world cash.

Don't sell game assets for real money. If someone offers to buy your character, items, etc. for cash... you should ignore and move on. Otherwise, it's likely that you'll get scammed out of your hard-earned money.
