Just by searching for "Voice Changer apps" in the app store, within 2 mins, you can find the following app:
Scary Voice Changer by ALINA'S WEB DESIGN.
It costs 0.69p.
Quoted from app store:

I has the words "Play a prank on your friends" in it, and that is what you wanted to do.
