When I killing Vular Ticker at Cycorp consumer testing or at Shipping bays, the quest is still active and i can't finish it.

Did you actually kill the vular ticker? He is a brown tick.
Not the green at the end of Cycorp consumer testing, also not purple mother tick at Cycorp Shipping bays.
The brown vular ticker only show rarely near the second egg cluster or at the end with the green tick.
