What Level?

What level do you need to be to enter PVP? I was 8 and it said I did not meet the requirements?

It throws you into a random game, it just means the game it tried to put you, your character didn't meet the requirements (Example: Level 8 joining a level 2 game)
Just keep trying and eventually you will get put into one that you meet the requirements of.
