Can anyone explains to me how Skratch Staff's proc works?. The only thing i see is damage and crit increase, and it has a small amount of health Regen. I saw some threads said that it has reflect effect but i can find it, does it really has reflect? :3

There are scenarios when your damage is debuffed. So, regardless how much Int you have but your damage is debuffed, the reflection from curse is also weakened.
