Enemies may contain multiple lootables. But rerolls indepently work within a lootable. So theoretically, It may be that its from another lootable that only contains the chest, which isn't affected by luck.

This is already true for vials from Planar and Tind, aswell as End/Taint sets from Hugthulu.

Or of course, just a really rigged chance of looting it.

No, luck doesnt affect the drop of the arcane weapon chest

he meant the chest , arcane weapon chest , not if the elixers increase the odds , the guy is clearly asking if anyone is selling it so he can farm chests , from my pov atleast
