Try GIMP. It's entirely free, and lots of tutorials on their website and on YouTube from both them and users. It's pretty simple to use, and comes with a nice bunch of features, for a free editor especially. It's been called a free photoshop, but you can draw, and do things other than photo editing.

Here's where you can install it:
http://www.gimp.org/windows/

Before you download it, you may wanna look around to see if you like it.

So here's the screenshots:

And here's a short list of some of the features:

I made mine using GIMP.

It has a steep learning curve though so don't get too frustrated with it

GIMP is great for many things...but the power of layers makes it great for sigs! :)

There's Paint.net

It's made by some Microsoft students or something like that. You're required to download the .NET plug-in and then the actual program, but it's a great step up from paint and simpler than GIMP. It has layers too. Downside is that it's only for windows.

If you start becoming more serious about making signatures or even considering an artistic endeavor, then you should try GIMP as the others have suggested. It's almost as good as photoshop.

If you have an iPad you can try drawing on sketchbook lite. You'll just need an iPad stylus(which you can make yourself) or your fingers.

It's not too bad with all the tutorials online, and the step by step guides on their site. When I was trying to grasp it, I tried learning something new to do on it every time I opened it. Just fooling around on it alone will help you learn it pretty well. I stopped trying to use it due to the lack of a computer, but if you use it frequently enough, with the help of YouTube it's not too bad:p Just intimidating with all the buttons lol.
