I’ve been told arc pets can only drop from maps lvl 60+ is that true

Level 60-69:

All of the above, plus:

- Mythic Mortar Firecracker

- Fortune Fountain Firecracker

- Bao's (Heroic Bull) Egg

- Lvl 71 Lunar Spirit Rings (proc to grant +25% Spirit XP for 10 seconds)
