Question on item scaling

Hello pop here :3

I was wondering about the item scaling and im dying trying to fogure this out...

Ok so first thing first

I was farming ao1 with my mage(lvl 33) and got a purp drop
When i saw it it was a frequeen lvl 39 ~_~
i was trying to get ll 37...

Next, i was farming pp with my lvl 40. I got a pink frop that was lvl 41 <_< how the world do i get lvl 40 item...

Next, i saw a lvl 19 ice staff and lvl 21 green ice staff
HOW IS THAT POSSIBLE.... The map (the lost expadition) is lvl 23-28 =.= lvl 19 items wouldnt be possible....
Will soemeone please answer me =_= im dying ...

Not all items come at all levels. In general, the item dropped will be your level or the next available level above your level, limited by the min/max level of the area.

Not sure about those ice staves in particular, but there are also odd items in some areas, especially the older areas.
