For the quests which involve the vili set for Mage for the vanity, does both armor and helm have to be the same level? So if I have a lvl 26 helm and lvl 31 armor will I still be able to do the quests for the vanity ?

Armor and Helm are different levels. There's no quest for Vili's vanity version, the quest is to upgrade the helm and armor to level 36, which changes the color of the armor set and provides better stats. To turn the upgraded set into a vanity you will need a recipe for each part as well as two arcane shards.
