Heroic Tadteph & Tadteph passives

Lv10 and 20 - It states that debuffs "has a chance" to apply.

At lv30 and 40 - This word bit is removed, that means it should debuff everytime it lands a successful hit?

Yet the debuffs are still by chance at lv30 and 40.

Similarly how Timur and Cotis debuffs every successful hit.

In the second one it still says "CAN damage up to five targets and reduce their damage and critical hit chance by 35%"

This means its still a chance :)
