I'm not sure that's how jewels work. In fact, I'm not even sure if you're talking about jewels, because I haven't seen a Noble Superb yet.
Anyway, your damage is affected by many things, like your primary stat, Awakenings, pet stats, Bonus Damage %, etc. In case you're talking about Chaos jewels, the damage that they give you is affected by your Bonus Damage %. So if you have 1,000% Bonus Damage, a 1.6 Chaos jewel would give you 16 raw damage. A 2.0 (Exquisite I think?) would give you 20 raw damage.
