I have a guide to making a poll that I edited recently. Will post a link in a moment.
Make sure that your poll is in the off topic section, the only section that you can create a poll.
Once the thread has been made, hit "thread tools". Then "create a poll". Edt in the fields and then hit "save poll". It will be added to your thread.
