What were you trying to do? I've seen it when I once tried to fix my sig but couldn't .. Turned out I needed to post x amount of times before they allowed. I think creating a poll has a similar restriction, but I've never tried to make one.

It is exactly what it says some people like the developers/mods, have access to things we don't.
You might have clicked something that only a mod or dev has access to.
