What skills should i learn on my archer i am gonna re spec

At that level, I'd recommend having focus and evasion maxed, and I'd probably max blast shot and maybe shattering scream too. Also put at least a few points in meditation. If you are going to buy any of the shot skills without maxing them, blinding shot is nice because the debuff it carries is the same even with only 1 skill point. I also like having 1 point in Avian Scream for the stun/knockback (but that one is not as popular).
