Im not sure a good int bear build exists for those levels O.o
I believe Chickenrun has compiled a list of twink builds for a lot of levels of every type of class, I was looking for the thread just now and I came across this one. My advice is to make a int bear and test it out! Level 16 wouldnt take that long to make, but gear might be an issue. When I read other people's advice on twinks and such I can't relate it to myself because they are usually more experienced than me. I benefit more from creating the twink rather than taking someone's word for it. If you do decide to create an int bear and test it, I can certainly help level it, I'm leveling a twink of my own right now.

hmm i have seen mujegenius (very good int bear at 35) play. i recommend go to 35 first. since u would have a high amount of int, ur skills' damage are increased making ur combo pretty dang strong. u also got range.

BUILD
(the skills i saw mujegenius using xD)
-6 rage
-6 taunt
-6 evade
-5 beckon (i think)
-6 hell scream
-rest stomp (i think) or 3 stomp and rest on slashes

COMBO
for mages :/ idk that much...

bears and birds
ur high dodge will make mostly a copperhead bear miss beckon
so kite, after beckon misses (hopefully. if bird dont worry bout it) hell scream, beckon, stomp or slashes then stomp.

hope this helped

26 nuke int bear build
-6 rage
-6 hell scream
-6 beckon
-5 stomp
-1 iron blood
-1 super mega slash

Choice of combos: Rage, iron blood, beckon, scream, stomp, slash
OR: Rage, iron blood, beckon, stomp, slash; wait until your beckon cools down and go: scream, beckon, stomp, slash.
Choice of equipment: snipers avian helm, purple or pink toy man wand lvl 25, earthquake/onyx/crystalline dex armor, earthquake/crystalline wing, dps ring.
I have many different 26 bear builds, as I have bee 26 twinking for a while now.
Hope this helped :)

I've tried, the toy wand works better. Int crystalline set requires 55 int, and the int points take away a lot of your hit %. The more dexterity the better.
If you can't afford a 25 toy, a lvl 20 pink candle works fine as well. :)

You can also pump more points into dex by using a 20 candle... ^_^ cool, i might just try this.

I would say you should build a hybrid bear. Since you want a Int Bear then just pump some points into Int until you can get/use a decent staff/wand then pump more points into STR. By doing that you can have good armour and be able to use mage weapons.

Quick question. Why do you want to use an int bear?

It was more of a specific. There are certain ups and downs of int bears, and certain levels that they can rule (and of course look sweet ;) ) I was curious what the op's specific reasoning for wanting to go int bear was.
