Ice attack??

I dont know if its just me, but during 3D mission, I sometimes get this ice effect when hitting mobs with normal attack.

As if mobs are getting frozen.

I see blue ice shards.. Anyone else has this?

Yes I believe all legendary axes have a freeze abilty, and the legendary daggers have an abilty to catch enemies on fire. I really have no idea what the other class of weapons special abilties are.

Well, the pink non-2h weaps proc in PvP. I've iced quite a few people.

greens also proc, not just pinks, though they seem to at a lower rate.

My soulcleavers of assault L20 freeze enemies a lot (like 5-15 enemies per 3D map) i've tried others weapons, but for some reason that one does it for me every 3-5 enemies. i've never gotten fire from daggers....

And I only get rat swarm, never bats. Not sure on that one either.

These are the Death Razors of Vitality but I hade gore blades of whatever and they had the proc too.
All the meat cleaver style weapons I've used have had the ice proc so it seems procs are specific to the style of weapon and name and suffix don't matter.

Bats are a charged Version of Vernim Swarm. Therefore , you charge your Vernim Skill and it will show as a bats flying out.
