Yes, I do think it is. Only few levlars spawn within the hour, and with a base hp siginificantly low, the risk of someone killing it before you get there is very likely. However, this is just a filler event just before expansion hits so most likely nothing would be changed in this event.
I hardly ever get him and I kill all mobs, It's somewhat annoying.
