Tb/Ebon sword proc rate

The proc rate of Ebon sword and terror blade is considerably lower in Zodias Expansion maps compared to previews expansion maps.
Is this intended or a bug?

Proc rates are unchanged, but they won't proc if you're still on cooldown from another weapon.
