Hi I was actually curious where i best place is to make my own personal custom sig? i did mine on siglaunch.com but looking for something better. if yall have any good places id be very interested in making a new one. Iam looking to put my own background picture, ect.

Photoshop is a good choice if you're willing to pay the money for it, however, gimp is almost as good, some would say better, and it's free. Personally, I use gimp for all of my image editing.
