Every time I open the game after 20-30 mins the iOS packs starts downloading again again literally takes 6-10 mins to download Fix it pls

I can't tell quite what you're saying there, so please describe it more clearly.
I think he means when a new player downloads the app it has to download all the packs which is happening to him, but hes not a new player and isnt reinstallin the app so it makes him redownload the packs anywas this happened before to someone else some time ago

Your device is probably low on disk space. The system is allowed to delete the pak files if low on space.
