No legendary item in locks (hardcore)

In my hardcore warrior character there is no legendary loot in any locks. Is this intended or a bug? in my other hc characters I have legendary items as drop in locks.

Okay, thanks! I'll level up a few and see if the legends are available in locks and will update you accordingly.

Update: have legendary items in new locks after reaching 72, thanks for the help!
