Its still possible to loot, but compared to time invested is just not worth it, you can farm / merch to just buy the weapon in about 10-15 days, and it would take you months to farm the chest

I'm pretty sure it need arcane shard to craft it... Is there a way to get arcane shard in hc other than buying it in auction like normal acc?

There's a few ways, lich in m6 drops it, elite orc chests drop it and you can get it for crate tokens in garetta
