It only gives ur str, no health and no mana. Then bow dps is always lower than daggers cuz it's single target. That bow has very high dps as compared to other bows(dug bow 650~) which makes it give you insane damage.

Im sure its directly tied to the enemies durability and the proc process. High durability mobs and inconvenient proc process would be my guess.
