Let's say person X tries to change his name to OOO, but person y took that name before person x even had a chance to change it and then person X asked person Y to give it to him beacause he was the first one to come with this idea. Person Y doesn't want to do so. Is this bannable?

You mean that person Y took that name before person X?
Why would you ban person Y? For wanting that name and being faster than the X?
