Seems like the lagging doesn't just happen when one changes zone (from city to map & vice versa) even when you are idle in town, with very few people in it this ping spike still happens pretty often.

No idea what code was added during the 50 people in town update.

From what I have experienced, even with optical fiber connection and directly beside the wifi router, changing it back to 30 still doesn't retrieve the smoothness at all.

Something else is going on.
