I don't know if anyone has noticed but everytime I join someone I always end up having a long to join and here is the bug when I join its not even full its just a base with 10 people

Yeah its done that for me sometimes lol. I don't know why but it happens randomly.
Your talking about the base is full message when its no right?

I've seen it as low as 5 people and its full lol

Well I don't think it's a bug, it's just that random base servers are smaller than others. Max I've seen is 25, but there are some 6-person bases.

Well what im saying is i click join one of my friends on base. Then the "base is full message" shows up. I send them pm "hey i cant join its full" they say "no its not theres like 5 ppl here"
I eventually can join after repeated attempts and when i do finally join. The map only shows 5 ppl on it. It doesnt happen often.
But on another note. I thought all bases were capped at 25?

Yeah that's what I mean. Some base servers are smaller than others. Just hold fewer people.

SL has never ever done that before so i think it's a bug. Happened right after they updated their servers for humania a few days before it was all released. i get it every once in a while.

Thought that's been that way for at least months?
