It is possible...
the guild memebr or officer or recruiter can just go to the guild charter and buy it..

No.
It appears that you can upgrade your guild as a non gm, however if you try to purchase it will say "denied".
I don't know if this is the intended effect of sts.
So the gm of a guild is the only one who can upgrade the guild.
I've done this for a friend before, and the only way that worked was for the gm to transfer gm leadership to the one with the plat, who can then upgrade. Then relinquishes leadership back to the origional gm.
Be Carefull with this and make sure you absolutely trust that person, if they were a "griefer" they could boot everyone including the first gm.
Take warning and be carefull, with this.
Boombox is correct.

I tried to upgrade as an officer, in one of the guilds I own before I answered. It wouldn't allow it.

They can't. Transfer leadership to whoever is going to upgrade(providing you trust them), and then have them transfer it back after they do.

Guild master are the only one who can purchase different tiers, It is for Scam and security purposes,
Ex. If for example any member can buy tiers, a GM would buy tier 3 but some member would buy back tier 1 and so on..... A big Argument :/

yeah as many said already, only master can do it.

While ago my friend wanted tier 3 guild hall for his guild but he didn't have enough plat and couldn't buy more. I volunteered to upgrade it for them, we went trough member, recruiter, officer and every time it put text "access denied" when I tried to upgrade it. Well, he transfer leadership to me and ofc got it upgraded and moved leadership back to him.

What I'm really interested is why the lower tiers are available for purchase after upgrading to tier 3?
