The quest helper keeps telling me to go see Inquisitor Gabriel. I'm almost lvl 71, and have finished all the Humania quests but it's still trying to get me to pick up the fang daily quests.

Yes, i noticed that too. I think this is more of a philosophical question though. Is it the quest helper's job to help you find quests you've never done before, or to help you find any quest at all that you could do right now? If the former, then this is a "bug", if the latter then it's working correctly.
Of course it all goes away if you just turn the annoying thing off altogether. (I can't stand its nagging.)

I usually do have it turned off. I tured it back on while I was doing the humania quests. I use it to check what map a quest can be found in, then look for a party running that map. Especially if I'm dropped into an empty map when I check.
