Make a option near the friend button that allows people to follow you but not as a friend.And the only way to follow a person is when there are online not offline.
If you follow people the following count will be shown under the ctf stats allowing people to see how many people the specific person follows

Sorry, keeping track of player A following player B would just take up space in the database and serve no real purpose.
