What's the purpose of a Pawn Shop if an Auction House is on the way? ;)

i understand the concept... but.. how would item values be determined? Pawning would involve lending 50%of value for a period of time, except that if the time ran out the items go... where? and WHO decides lend prices, street value is always changing
