Can we upgrade Elite Pirate and Puzzlebox chests too?
I would also like to ask why is it only Elite Warchest the only upgradable chest?

It's obviously, because big plat spender asked for that (he need mythic armor on his HC for aps)

Warchest upgrading should be available in Elite Zodias release, others coming in a future update.

-ALSWhat about elite dragon scale chests? (Which contain arcane shards at the gold version) and elite orc chests I think?

Those too (whatever has Copper, Silver, and Gold versions of chests that I could easily find).
