Lightning Strike Electrical Discharge Adjustment

Lightning Strike’s Electrical Discharge could use an adjustment to help make Lightning Strike more viable. As of right now, it is a bit rare to trigger, especially in endgame content due to the tankiness of endgame enemies. Instead of triggering on killing enemies with lightning strike, Electrical Discharge should proc on dealing damage with lightning strike. A buff to its proc chance would also help.
